Comprehensive Understanding of Sanitary Product Regulations

Hygiene products, as items closely related to people's daily lives, have quality and safety directly affecting consumers' health. To ensure the quality and safety of hygiene products, our country has formulated a series of relevant laws, regulations, and standards to comprehensively regulate the production, sale, and use of hygiene products. This article will provide a detailed introduction to the regulatory system of hygiene products to help readers fully understand this field.

1. Overview of the Hygiene Products Regulatory System

In our country, the hygiene products regulatory system mainly consists of national laws and regulations, mandatory national standards, recommended national standards, and industry standards. National laws and regulations such as the "Product Quality Law of the People's Republic of China" and the "Consumer Rights Protection Law of the People's Republic of China" provide the basic legal framework for the production and sale of hygiene products. Mandatory national standards, such as the "Hygiene Requirements for Disposable Hygiene Products (GB 15979)", specify detailed requirements for raw materials, production environment, and product hygiene indicators of hygiene products. Recommended national standards and industry standards set more detailed technical specifications for different types of hygiene products, such as sanitary napkins and diapers.

2. Detailed Explanation of Major Hygiene Product Regulations

1. **"Hygiene Requirements for Disposable Hygiene Products (GB 15979)"**

This standard clearly defines disposable hygiene products and their hygiene requirements. It applies to women's menstrual hygiene products, excreta hygiene products (excluding toilet paper), sanitary wipes, antibacterial agents, bacteriostatic agents, and other hygiene products. Compared with the previous version, the new GB 15979—2024 has comprehensively revised and improved the scope of application, definitions, raw material hygiene requirements, production environment hygiene requirements, and product hygiene requirements. For example, it added definitions for sanitary wipes, production workshops, and highly absorbent materials, specified prohibited and restricted substances in raw materials and production water, and raised microbial indicator requirements for antibacterial (bacteriostatic) agents.

2. **"Sanitary Napkins (Including Sanitary Pads) (GB/T 8939)"**

This standard specifies particular requirements for sanitary napkins and sanitary pads, including sensory requirements, physicochemical requirements, toxicological safety requirements, and microbiological indicators. It especially sets specific quality requirements for key raw materials such as surface layer materials, absorbent layer materials, and adhesives to ensure the product's breathability, absorbency, and comfort.

3. **"Basic Safety Technical Specifications for Paper Products for Infants and Children (GB 43631)"**

This standard, effective from January 1, 2025, sets basic safety technical requirements for paper products used by infants and children aged six and under, such as toilet paper, tissues, wet wipes, and diapers. The standard limits harmful substances such as heavy metals, migratable fluorescent substances, and acrylamide. For wet wipes used by infants, it also specifies limits for phthalates, methanol, benzene, toluene, xylene, and other indicators to ensure product safety and harmlessness.

4. **"Hygiene Requirements for Sanitary Wipes (WS 575)"**

This standard clearly defines sanitary wipes and stipulates their hygiene requirements. Sanitary wipes refer to wipes made from carriers such as non-woven fabric, fabric, wood pulp composite fabric, and wood pulp paper, with appropriate additions of production water and disinfectants. They have cleaning and sterilizing effects on treated objects (such as hands, skin, mucous membranes, and ordinary object surfaces). The standard sets specific requirements for microbiological indicators, sterilization performance, and stability of sanitary wipes.

3. Enforcement and Supervision of Hygiene Product Regulations

The main executors of hygiene product regulations include relevant government departments and enterprises themselves. Government departments such as market supervision and health departments are responsible for supervising and inspecting hygiene product manufacturers to ensure their production activities comply with regulatory requirements. They regularly inspect production sites, equipment, raw material procurement, and product quality, and penalize non-compliant enterprises. Enterprises themselves are the direct executors of regulations and need to establish sound quality management systems, organize production strictly according to regulations, and ensure product quality compliance.

To ensure effective enforcement of hygiene product regulations, government departments also adopt a series of regulatory measures such as market access supervision, product sampling inspections, and consumer complaint handling. Through these measures, quality issues in the production process are promptly identified and corrected, protecting consumers' legitimate rights and interests.

4. Conclusion

Hygiene products, as items closely related to people's daily lives, have crucial quality and safety. By comprehensively understanding hygiene product regulations, we can better protect our health rights. At the same time, it is hoped that hygiene product manufacturers will strictly comply with regulatory requirements, produce safer and more reliable products, and provide better services to consumers.
